MODYFYING ERROR 404 – INTELLIGENCE AS A POWER HELD WITHIN THE KOTORART PROGRAM

As part of the Philosophers' Square, the program titled MODIFYING ERROR 404 – SHARE TALKS: Intelligence as a Power was organized last night on the Cinema Square.

Participants were: Đorđe Krivokapić (University of Belgrade), Filip Milošević (SHARE Foundation) and Eda Nano (Technopolice).

Nano is a computer scientist, with knowledge of programming and computer science theory. She is an idependent researcher in four areas: software development and project management, computer science teaching and consulting, ethics and predictive algorithms, and community and event management.
She spoke about theTechnopolice campaign and projects, such as The Big Data Observatory of PublicTranquility.
Filip Milošević is an activist of the SHARE Foundation. For several years he has been working on topics about digital surveillance, including the #hiljadekamera initiative that brings together citizens and civil society to oppose the implementation of biometric surveillance technologies.

As he says, during 2018, unknown subjects started installing cameras on public areas throughout Belgrade. “We never saw the people who set up the cameras. It probably happened during the night. Also, there were a lot of cameras during Covid-19 pandemic. Cameras are located on police cars. As far as we know, there are now about eight thousand cameras covering Belgrade. We were able to prove that the cameras are not legal under our law. We wanted to do everything to stop all that, and that is how the #hiljadekamera project was born” – explains Milošević.
His interests also include artificial intelligence, data centralization, digital identities and their impact on society and freedom.

Panelists Julia Haas (Office ofthe OSCE Representative on Freedom of the Media), Karolina Ivanska (European Center for Non-Profit Law), Bruno Jakić (All Applied) and Lawrence Meyer (Digital Freedom Fund – DFF) discussed the topic “Regulation of artificial intelligence and possible approaches”. They examined how possible regulatory scenarios could affect the development of artificial intelligence tools and human rights.
As they pointed out, an incresing number of private and public services rely on artificial intelligence to provide us with a better experience or to predict certain patterns of behavior. Along with the ethical and legal implications of the use of artificial intelligence, the panelists discussed approaches to regulating this complex field.
The moderator was Bojana Kostić, a researcher of human rights and technology.

The Modifying Error 404: Towards Green, Digital and Inclusive Societies project indicates the importance and raises awareness of three important pillars of modern societies – digital and minority rights and the green agenda in the Western Balkans. Using the multidisciplinary and international character of the KotorArt International Festival, the goals of this project are to promote democracy and human rights in the context of growing digitalization, strengthening social cohesion through the affirmation and promotion of Roma culture and art, as well as the support and promotion of ecology, environmental activism and sustainable development.
